In recent months, 2 things have been widely discussed in relation to the state administration: 1) significant personnel changes in some departments and in selected agendas; 2) the law on civil servants, which was presented by the new government very soon after its introduction, without a deeper professional debate and outside the standard legislative process.

Should we be worried about the state of our state administration in the future? Is the state administration in danger of being dismantled? Or to put it more neutrally: what does the Czech bureaucracy actually need for the state to function well? What do citizens need from the state? And how can current developments affect us in the long term?

The discussion will feature 3 guests who know the Czech state administration well from their own experience. It will be moderated by Robin Ujfaluši from the Network for the Protection of Democracy, which, based on expert consensus, announced a mobilization call in April in connection with the current law.

Matěj Chytil - has been dealing with the topic of public administration for a long time. He studied in Prague and Oxford, worked at the Prague municipality or the Ministry of Health, co-founded the bureaucratic platform Byro and the Creative Bureaucracy Festival. She will present to us from a more general perspective what the state administration needs today and what the current law brings to it.

Alžběta Rychnovská - worked until this year at the Ministry of the Environment in the Social Climate Fund department. Together with colleagues and many other partners, they figured out how to invest 50 billion from the system of emission allowances in such a way as to protect the population of the Czech Republic from price increases in connection with the introduction of ETS2. It primarily focused on transport, specifically on improving public transport where there is not enough of it now. As of April 1st, the entire department was abolished as part of the systemization.

Daniel Vališ - has been devoted to the topic of social exclusion and integration for a long time, worked for 8 years at the Agency for Social Inclusion, where he focused on the availability of housing for marginalized groups. He worked at the Ministry for Regional Development until March 2026, before he was retired along with others as part of the systemization. Daniel will talk about the recent changes at the Ministry for Regional Development and how he perceives the draft law on civil servants in the current context.
