Presentation Synopsis:

Building on last year’s presentation, this session—presented from the Owner’s perspective—will provide an update on the Hood River–White Salmon Bridge replacement project. The discussion will highlight the decision to pursue a Planning Design-Build (PDB) contract, share lessons learned to date, and outline the project’s progress as the contractor advances into the next phase following the recent bridge strike. Attendees will gain a deeper understanding of which projects benefit most from the PDB model, the challenges that can be mitigated through Owner experience, and the next steps ahead. The session also seeks to strengthen community awareness and foster collaboration between industry and government partners.


Speaker Bio:

Michael Shannon, PE:

With over 26 years of experience, Mike Shannon is a seasoned program manager who has overseen large complex infrastructure projects as an owner and as a consultant. As Florida Department of Transportation District Five Secretary, Mike led a team of more than 600 employees delivering a multi-billion dollar work program. Similarly, he led a team of 34 department staff and 110 GEC consultant staff in developing and implementing a muilt-billion dollar program as Florida Turnpike Enterprise Director of Transportation Development. Some of the top projects he worked on during his 11 years in the public sector, were the Wekiva Parkway Project, a new $1.6-billion, 25 mile All Electronic Tolled Corridor that included multiple bridge structures including a segmental concrete structures over the Wekiva River. It was delivered using both conventional and alternative delivery methods. The $2.3B, I-4 Ultimate P3 project that included 21 miles of reconstruction, variable tolled express lanes, 13 bridge widenings, 74 bridge replacements, and 53 new bridges and 13 interchange reconstructions. Mike recently led a team of more than 100 staff and 11 subconsultants in delivering the project design on an aggressive 11-month schedule for the 16 mile $470 million design-build project, UDOT West Davis Corridor. His commitment to excellence, ability to build and develop a team, and proactive attitude has served him well in leadership roles.
