About event

⚪️🟡 The conference Public services in times of mistrust: media, regions and digitization will focus on the question of how the modern state should function as a service to citizens in times of growing mistrust, regional inequalities and the transformation of public institutions. It will address the topics of financing public media and their role in democracy, fair financing of municipalities and regions, and modernization of public administration through digitalization. The conference will connect experts, representatives of institutions and practice and offer space for substantive debate on how to ensure accessible, high-quality and trustworthy public services for all.

Entrance to the conference is free and refreshments will be provided on site. The event will be live-streamed with a later publication of the recording.

⚪️ KEYNOTE SPEECH ⚪️

The Czech Republic can become more prosperous, but only if it can develop not only its metropolises, but also the regions that remain behind today. The growth and transformation of the economy is hampered by the fact that part of the country has weaker opportunities, poorer availability of services and limited capacity to plan its development. In the coming years, the pressure will increase even more: the demographic crisis, a decrease in European funding and increasing demands on the quality of schools, social services, transport and public administration. At the same time, regional inequalities become more expensive for everyone, increase the costs of social policy, weaken education and social mobility, push people from poorer regions to richer ones, and increase pressure on housing and infrastructure in metropolises. The answer therefore cannot be the competition of the center against the periphery, but smarter cooperation between municipalities, regions, the state and regional centers in combination with more effective financing.

👉 Jakub Stuchlík, analyst, PAQ Research

🟡 PANEL I: Public media – independence, trust, public service 🟡

Public media are one of the pillars of a democratic state. Nevertheless, they face long-term pressure - political, economic and social. The panel will focus on the role of public media as a public service, their financing, institutional independence and the ability to fulfill the function of a watchdog of democracy in an environment of misinformation and polarization of society. The debate will not only concern the "defense" of the media, but also a critical reflection on its quality, openness and relationship with the public.

👉 Panellists:

⚪️ Marína Urbániková, media sociologist, Department of Media Studies and Journalism, Masaryk University
⚪️ David Smoljak, senator, chairman of the Senate Standing Committee on Media
⚪️ Oliver Adámek, editor, Reflex
⚪️ Vlastimil Ježek, vice-chairman, CT Council

Moderator: Jan Lacina

🟡 PANEL II: Regions and their financing – center vs. periphery 🟡

Regions are places where citizens actually meet the state - at school, at the office, in the hospital, in transport. Nevertheless, this is where the most visible inequality is in the availability and quality of public services. The panel will open the question of whether the current financing system of municipalities and regions corresponds to their real needs, what are the differences between centers and peripheries and how to ensure that the "place of birth" does not determine the quality of life. The debate will connect data, the experience of mayors and regions and the perspective of experts on regional development.

👉 Panelists:
⚪️ Jakub Stuchlík, analyst, PAQ Research
⚪️ Jana De Merlier, deputy mayor, Dolní Břežany
⚪️ Viktorie Klímová, economist, Department of Regional Economics, Masaryk University
⚪️ Rut Bízková, consultant, former Minister of the Environment CR

Moderator: Petra Korlaar

🟡 PANEL III: Public administration and digitization - how to move the state forward 🟡

The third panel will focus on how digitalization can really advance the functioning of the state. Digitization is not an end in itself – it should serve to simplify life for citizens, reduce bureaucracy and increase the quality of services. The discussion will open to the questions of how digitization can contribute to the more efficient functioning and financing of some services and what role the state has in this process - as a provider, partner and platform for cooperation with citizens.

👉 Panelists:
⚪️ Bohdan Urban, director, Digital and Information Agency (DIA)
⚪️ Jiří Šilhan, director of eGovernment, Aricoma
⚪️ Petr Letocha, cyber expert security

Moderator: Viktor Vojtko
